The References list contains the full bibliographic information for your in-text citations. An example of a reference list for IEEE citation style can be found on the University of Victoria's (Melbourne, Australia) library website.

Citations are used in the text of your paper to document the source of the quotation/paraphrase/idea you are using.
Citations, in IEEE, are provided with a number, in square brackets, that corresponds with a numbered citation in your reference list. Your first citation will be numbered [1] with subsequent citations following in numerical order ... [2], [3], [4] etc. If you cite a source more than once, use the same number that you used for the first citation of that source.
In IEEE, in-text citations can be treated as a footnote.
Examples:
1. According to Brown [1], ….
2. … as mentioned previously [2].
3. Jones [3] and Smith [4] both argue that …
In-text citations can also be treated as nouns.
Examples:

2. [2] argues that …
